Tom made a visit to Mpumiro village to take the village through the process of enacting bylaws. The village members said it was very necessary for bylaws to be created that will govern the borehole. During the discussion and the process of enacting the bylaws, many bylaws were suggested and were passed by the village residents. Some of those bylaws included: every water user to contribute money decided upon by the village and water user committee, the borehole to be opened at 6am and closed at 6pm, respect for each other, collecting water in clean jericans/containers, respect for each other, keeping the borehole clean, no misbehaving at the borehole (fighting), respect for property and any thing around the borehole. All those bylaws were agreed by the village residents. Tom emphasized the love, unity and respect for each other as its one of the only ways to work and use the borehole in harmony and unity. From the meeting, Tom and the village residents moved to the borehole site. Tom was able to open the borehole for the village residents to start using as they plan and prepare for the construction of the borehole wall. The residents were very happy and excited about the borehole. They collected water with joy and happiness and all promised to respect each other and the bylaws set in place,
