Tom’s plan was to first make a visit to Kasuleta village before going to the district to meet with the water officer. While in Kasuleta as Tom waited for the committee members to arrive, it started getting cloudy. But three members had already turned up for the meeting. They decided to share the challenges and progress in hand washing in the village. Both the vht and the treasurer pointed to the chairman of the village as the biggest challenge whom they say is not leading by example. Miss Kawala said even though he paid for the cement, he has not yet picked it up to take and construct the stand. She said she has reminded him several times to pick the cement but all in vain. They decided that Tom at least visits the home of the chairman. Tom and Kawala visited the chairman’s home and they found his son who said he is to blame because the chairman asked him to construct the stand. The son promised to pick the cement that day and construct the stand the next day. From the chairman’s home it was already threatening to rain as drops of rain had started. But Tom visited some homes along the way and encouraged some residents to continue improving. In one home, the resident called Tom and requested that he visits her home to see her new stand. Even though it was raining, Tom visited, thanked the resident and took picture before heading for jinja. The district trip was canceled as the district officials had left the district because of the rain
