Notes
This meeting was all about making everyone understand the key roles and responsibilities towards this new borehole before they start to use this borehole. This was just a continuous process of what Alex has been doing in this community since the borehole construction was done. Alex together with the community members talked about having a collective responsibility towards the borehole and not to think that the borehole belongs to the water committee alone or the borehole being for Kibo group. It’s very important that everybody knows that we play an important role to ensure that the borehole meets all the standards and make sure that the borehole works at all times. This is one other sign that the community shows borehole ownership and responsibility. Alex reminded the village that one key part that the village should never forget is the fact that sanitation standards in the village should be maintained at all times and Alex reminded the village members that if any one ever goes back to the old way of defecating in the open, then Kibo will have to close the borehole. He emphasized on a safe water chain in the village and reminded the village that eventually Kibo’s intention is to reduce diseases emanating from poor hygiene and sanitation and drinking unsafe water. The land owner mr Charles Osule together with the community members moved to the borehole and he gave up a piece of land measuring 20ft by 35ft. All the community were very happy and appreciated him for having a good heart towards his village. He measured this piece of land while all the community members were observing together with the village LC 1. Alex then re-explained why this is done to avoid any future borehole conflicts and land wrangles plus the borehole ownership since the borehole belongs to the community. The land agreement was signed by the new chairman, the land owner and the chairperson water user committee. Alex also guided the community while they enacted their borehole bylaws and together they came up with 10 bylaws. Among the bylaws were that the borehole to be opened from 7am to 7pm, only people with clean Jerrycans are supposed to collect water from this borehole. These bylaws will guide everyone to better manage the borehole and ensure community borehole ownership. Alex decided to open the borehole for the community to start using but the village is organizing to have an official day of launching/commissioning their borehole soon. Alex moved with some district officials from Namutumba district water office who also talked to the village members about borehole ownership and general village sanitation standards.
