- A morning shower delayed the beginning of business and by the time Roy arrived at the District, the Probation Officer had just left to duffuse a volatile situation in a sugar factory a few miles away from the Dist. offices. Roy visited the offices of the water officer but he was gone to the field. Roy waited to see the Probation Officer until 3:00 p.m. when he showed up. He told Roy that the District was reviewing the performance of Kibo Group before coming up with an answer to the application. He said he was going to get the Water Officer to draw a list of villages with broken pumps to be shared with Kibo Group for action.
